SEWD-Richt\u00adlinie Stra\u00dfe\/Schiene<\/strong><\/p>\n<p>Um den R\u00fcckbau ihres 2005 abge\u00adschal\u00adteten Kern\u00adkraft\u00adwerks Obrigheim (KWO) vor\u00adan\u00adzu\u00adtreiben, startete die Energie Baden-W\u00fcrt\u00adtemberg AG (EnBW) \u2013 Betrei\u00adberin und Eig\u00adnerin der beiden Kern\u00adkraft\u00adwerke in Obrigheim (seit 2008 im R\u00fcckbau) und Neckar\u00adwestheim (wei\u00adterhin in Betrieb) \u2013 im Jahr 2013 mit der Unter\u00adsu\u00adchung rea\u00adli\u00adsierbare Optionen f\u00fcr den Transfer von 342 Brenn\u00adele\u00admenten aus dem KWO-Nass\u00adlager in das nahe\u00adge\u00adlegene Stand\u00adort\u00adzwi\u00adschen\u00adlager des Kern\u00adkraft\u00adwerks Neckar\u00adwestheim (ca. 50 Kilo\u00admeter Entfernung).<\/p>\n<p>Gest\u00fctzt durch mehrere Trans\u00adport\u00adstudien und basierend auf ihrer umfang\u00adreichen Erfahrung mit Kern\u00adbrenn\u00adstoff\u00adtrans\u00adporten hoch\u00adsen\u00adsibler Mate\u00adrialien mit hoher \u00d6ffent\u00adlich\u00adkeits\u00adwirk\u00adsamkeit und starkem Medi\u00aden\u00adin\u00adteresse, gelang der Orano NCS GmbH (NCS) der Ver\u00adtrags\u00adab\u00adschluss f\u00fcr die Durch\u00adf\u00fchrung des Trans\u00adports der 342 abge\u00adbrannten Brenn\u00adele\u00admente in f\u00fcnfzehn CASTOR\u00ae 440\/84mvK Beh\u00e4ltern der Gesell\u00adschaft f\u00fcr Nuklear-Service mbH (GNS).<\/p>\n<p>[\/et_pb_text][et_pb_image Stra\u00dfen- und Bin\u00adnen\u00adschiffs\u00adtransport der CASTOR\u00ae Beh\u00e4lter als die am besten geeignete Trans\u00adport\u00adva\u00adriante iden\u00adti\u00adfi\u00adziert war, begann Orano NCS mit der Erstellung des Siche\u00adrungs\u00adkon\u00adzepts, das Vor\u00adaus\u00adsetzung f\u00fcr die erfolg\u00adreiche Antrags\u00adstellung und Erteilung der \u00a7 4 AtG Bef\u00f6r\u00adde\u00adrungs\u00adge\u00adneh\u00admigung war, ohne die in Deutschland kein Kern\u00adbrenn\u00adstoff\u00adtransport durch\u00adge\u00adf\u00fchrt werden darf.<\/p>\n<p>Durch die gew\u00e4hlte Ver\u00adkehrs\u00adtr\u00e4\u00adger\u00adkom\u00adbi\u00adnation wurde das EnBW-Projekt das erste seiner Art \u2013 ein Pio\u00adnier\u00adprojekt. Denn nie zuvor hatte auf deut\u00adschen Bin\u00adnen\u00adge\u00adw\u00e4ssern ein siche\u00adrungs\u00adre\u00adle\u00advanter Kern\u00adbrenn\u00adstoff\u00adtransport stattgefunden.<\/p>\n<p>Am 27. M\u00e4rz 2014 reichte Orano NCS offi\u00adziell seinen Antrag auf Erteilung einer Bef\u00f6r\u00adde\u00adrungs\u00adge\u00adneh\u00admigung f\u00fcr einen kom\u00adbi\u00adnierten Stra\u00dfen- und Bin\u00adnen\u00adschiffs\u00adtransport f\u00fcr den Transfer von 15 bela\u00addenen CASTOR\u00ae 440\/84mvK Beh\u00e4ltern vom Kern\u00adkraftwerk Obrigheim in das Stand\u00adort\u00adzwi\u00adschen\u00adlager des Kern\u00adkraft\u00adwerks Neckar\u00adwestheim ein. Der Antrag beinhaltete den Einsatz von Schwer\u00adlast\u00adfahr\u00adzeugen, die im Roll-on\/Roll-off Ver\u00adfahren f\u00fcr den Be-&amp; Ent\u00adla\u00adde\u00advorgang des spe\u00adziell modi\u00adfi\u00adzierten Schub\u00adleichters LD40 ein\u00adge\u00adsetzt werden sollten.<\/p>\n<p>Nach Durch\u00adf\u00fchrung auf\u00adwen\u00addiger und hoch\u00adkom\u00adplexer Berech\u00adnungen sowie dar\u00adauf\u00adfolgend umfang\u00adreicher und kom\u00adplexer bau\u00adlicher und tech\u00adni\u00adscher Modi\u00adfi\u00adka\u00adtionen des Trans\u00adpor\u00adt\u00ade\u00adquip\u00adments gelang es Orano NCS schlie\u00dflich, die bean\u00adtragte Bef\u00f6r\u00adde\u00adrungs\u00adge\u00adneh\u00admigung zu erhalten.<\/p>\n<p>Am 16. Mai 2017 erteilte das Bun\u00addesamt f\u00fcr kern\u00adtech\u00adnische Ent\u00adsor\u00adgungs\u00adsi\u00adcherheit (BfE) die \u00a7 4 AtG Bef\u00f6r\u00adde\u00adrungs\u00adge\u00adneh\u00admigung und machte den Weg frei f\u00fcr den ersten siche\u00adrungs\u00adre\u00adle\u00advanten Kern\u00adbrenn\u00adstoff\u00adtransport auf deut\u00adschen Binnengew\u00e4ssern.<\/p>\n<p>Par\u00adallel zum Geneh\u00admi\u00adgungs\u00adver\u00adfahren musste das ben\u00f6\u00adtigte Trans\u00adpor\u00adt\u00ade\u00adquipment \u2013 u. a. die Schwer\u00adlast\u00adfahr\u00adzeuge (Sat\u00adtel\u00adzug\u00adma\u00adschinen und Roller), die Schub\u00adboote, der Schub\u00adleichter sowie die Trans\u00adport\u00adrahmen \u2013 bereit\u00adge\u00adstellt und den Anfor\u00adde\u00adrungen der neuen SEWD-Richt\u00adlinie Stra\u00dfe\/Schiene ent\u00adspre\u00adchend umgebaut werden. Hierbei galt es au\u00dferdem, gefahr\u00adgut\u00adrecht\u00adliche Vor\u00adgaben (z. B. ADN, ADR) ein\u00adzu\u00adhalten. Der gesamte Umr\u00fcs\u00adtungs\u00adprozess unterlag der kon\u00adti\u00adnu\u00adier\u00adlichen Begleitung und \u00dcber\u00adwa\u00adchung durch die ver\u00adant\u00adwort\u00adlichen Beh\u00f6rden und unab\u00adh\u00e4n\u00adgiger Gut\u00adachter. Trotz ihrer hohen Zeit\u00adin\u00adten\u00adsit\u00e4t und Kom\u00adple\u00adxit\u00e4t konnten die Umr\u00fcs\u00adtungs\u00adar\u00adbeiten recht\u00adzeitig zum Trans\u00adport\u00adbeginn fer\u00adtig\u00adge\u00adstellt werden.<\/p>\n<p>Der Pla\u00adnungs\u00adprozess beinhaltete zahl\u00adreiche Bespre\u00adchungen mit Ver\u00adtretern unter\u00adschied\u00adlicher Beh\u00f6rden, Ver\u00adwal\u00adtungen, Gut\u00adachter und Sub\u00adun\u00adter\u00adnehmen. Enormer Schu\u00adlungs\u00adaufwand musste betrieben werden, um mehr als 100 Trans\u00adport\u00adbe\u00adtei\u00adligte in Bezug auf Siche\u00adrungs\u00adma\u00df\u00adnahmen, Arbeits\u00adsi\u00adcherheit, Strah\u00adlen\u00adschutz und Arbeits\u00adab\u00adl\u00e4ufe zu schulen. All pre\u00adpa\u00adra\u00adtions were con\u00adcluded, all requi\u00adre\u00adments met and all necessary permits granted. The entire trans\u00adpor\u00adtation was escorted by qua\u00adlified security per\u00adsonnel and accom\u00adpanied in addition by police on land and on the water. Thanks to its pioneer cha\u00adracter and the fact that no spent fuel assem\u00adblies or highly radio\u00adactive material had been trans\u00adported in Germany since 2011, the shipment attracted the interest of the public and the media right across Germany.<\/p>\n<p>After the convoy arrived at the wharf at the Neckar\u00adwestheim nuclear power plant, the lighter was maneu\u00advered to its berth The heavy duty tractor units returned to the wharf.
